Donald Trump has reportedly waived major provisions of Senator Lindsey Graham's Russia sanctions legislation, removing new economic pressure on Vladimir Putin just days before a critical implementation deadline. President Volodymyr Zelenskyy has responded, and his warnings about sanctions, Ukraine's ability to defend itself, and new restrictions affecting Starlink raise serious questions about Washington's direction.

In this October 17 update, Greg Terry examines the reported sanctions waivers, including provisions targeting Russian energy, financial institutions, and countries purchasing Russian oil and gas. Zelenskyy explains why lifting pressure on Moscow will not stop Putin's war. I examine an extraordinary October 5 battlefield tally: 727 Russian vehicles and fuel tanks reported destroyed, 2,020 Russian personnel losses, 4,687 total targets struck, and 637 Russian troops reportedly hit by Ukraine’s unmanned systems forces. These records came on a day with only 177 combat engagements, well below the recent average—raising an important question about Russia’s slowing pace of territorial advances in 2026.

I also track the overnight drone war. Russia launched 205 UAVs at Ukraine, including 49 jet-powered Shahed-type drones, while an energy strike in Poltava Oblast left 22,000 customers without power. Ukrainian forces reportedly struck Russian UAV infrastructure, command posts, and a depot in occupied territory, alongside reported Su-34 and Su-35 losses. I assess Ukraine’s AI-enabled gun turrets and anti-drone road tunnels against Russia’s evolving defenses, including barrage balloons intended to protect oil refineries from drones.

Ukraine just carried out significant strikes in the St. Petersburg area on the opening day of the International Economic Forum. An oil refinery was hit, giving quite the show to the guests traveling in from around the world and then a corvette was struck in the same area. These targets are 1,000 km inside of Russian territory and their getting hit highlights the challenge that Russia is experiencing in defending all of their territory from Ukrainian drones.

The Iran war turned hot again overnight as Tehran launched more than 20 ballistic missiles at Israel in response to IDF strikes against Hezbollah in Lebanon. While President Trump urged restraint, Israel went ahead with their retaliation, hitting targets across Iran prompting a warning from the IRGC that all regional energy infrastructure may now be targeted. Also, the Houthis are back in. They launched missiles at Israel and have now partially shut down the Bab-el-Mandeb Strait.
